The vacuum of space is not a perfect vacuum, even in the deepest space of the cosmic voids. It makes complete sense to me that this could slow light by 1.7 seconds over the course of 130 million lightyears. If we see different degrees of delay for collisions at different distances, this will give us a new way to measure the distance to remote galaxies.
